David Sylvian is best known for being the lead singer of Japan who had several Top 40 hits in the early 80s. He then formed Sylvian Sakamoto with Ryuichi Sakamoto and then made his solo Top 40 debut in 1984 with "Red Guitar" which made number 17.
He had a 2nd Top 40 solo hit in 1984 with "The Ink Well" which made number 36. A 15 year gap then followed with this being his final Top 40 hit to date. It came from the album "Dead Bees on a Cake" which had been his first album in 12 years.
The experimental nature of his music means it's not particularly radio friendly and the fact this record is nearly 10 minutes long won't help either. At the same time though the fact an 80s singer was in the Top 40 in 1999 with a record that's not very radio friendly is actually quite remarkable.
