One of the big dance records in the summer of 1997 was "Samba De Janeiro", a Brazilian styled record by German "girl group" Bellini. It made number 8 in the Top 40.
Then at the start of 1998 at came this record which was almost identical. A combination of that fact plus it being a summer sounding record released in winter perhaps contributed to that low chart placing.
Both records use the same sample which is of "Tombo In 7/4" by Airto Moreira who is actually Brazilian. It was this version which actually came first in 1996. The Heartists were an Italian duo of Claudio Coccoluto and Savino Martinez. This was their only Top 40 hit.
Claudio Coccoluto sadly passed away in 2021.
